Statement/Purpose
DCS CHP is responsible for providing training to staff members in alignment with current policies, procedures, and desktops, as mandated by Arizona Health Care Cost Containment System (AHCCCS).

The Intergovernmental Agreement (IGA) between Arizona Health Care Cost Containment System (AHCCCS) and Arizona Department of Child Safety (DCS) for the Comprehensive Health Plan (CHP) outlines health plan operational requirements.
The contract between the Department of Child Safety (DCS) for the Comprehensive Health Plan (CHP) and its Managed Care Organization (MCO) contractor outlines the contractual requirements for staff training.
Definitions
CLAS Standards: A set of 15 action steps intended to advance health equity, improve quality, and help eliminate health care disparities by providing a blueprint for individuals and health and health care organizations to implement culturally and linguistically appropriate services. https://thinkculturalhealth.hhs.gov/clas
SafeTALK: Training program that teaches participants to recognize and engage persons who might be having thoughts of suicide and to connect them with community resources trained in suicide intervention.

TraCorp: A statewide learning management system of record for all State of Arizona employee training.
Policy
DCS CHP and the contracted MCO shall ensure that all staff members have appropriate training, education, experience and orientation to fulfill the requirements of the Contract.
DCS CHP and the contracted MCO shall provide initial and ongoing staff training that includes an overview of DCS CHP and AHCCCS Policy and Procedure Manuals, Contract requirements, and Federal and State requirements specific to individual job functions.
DCS CHP and its contracted MCO train health plan staff as necessary and required for compliance with workforce training and competency standards, and maintains records of such training.
Procedure
Training offered by DCS CHP and its contracted MCO is designed to meet but is not limited to the following goals:

Promote a fully integrated care approach philosophy across the physical and behavioral health system.

Develop a qualified, knowledgeable, and culturally competent workforce by providing culturally and linguistically appropriate training to employees and contracted staff including but not limited to adherence to National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (CLAS Standards).

Provide timely information regarding new initiatives and best practices that affect the delivery of integrated care services.

Ensure that behavioral health services are delivered in a manner that results in achievement of the Arizona Vision and 12 principles.

Improve learning module content by having subject matter experts (SMEs), including DCS Learning and Development staff, involved in the learning process.

Consistently track and measure the fidelity and outcomes of all training delivered by DCS CHP and its training partners.

Provide initial and ongoing staff training to ensure DCS CHP employees and contractors have historical knowledge of AHCCCS, as well as current AHCCCS guidelines, policies, manuals and contractual obligations applicable to DCS CHP Medicaid enrolled members.

Ensure that all staff having contact with members and/or providers receive initial and ongoing training with regard to the appropriate identification and handling of QOC/service concerns.

All transportation, PA and member services representatives shall be trained in the geography of any/all GSAs in which the Contractor holds a Contract and shall have access to mapping search engines and/or applications for the purposes of authorizing services in, recommending providers in, and transporting members to, the most geographically appropriate location.

Ensure staff who have direct contact with members (e.g. Health Services staff) be trained in Safe Talk or other nationally recognized suicide risk identification training within 90 days from the start of employment and attend refresher training every three years.

Monitoring Training Compliance
DCS CHP managers are responsible for ensuring their direct reports have completed and remain in compliance with ongoing DCS and AHCCCS initiated training requirements. Reports and/or training transcripts are accessible from the TraCorp Learning Management System to identify which employees have taken required training courses. For training not accessible from the TraCorp Learning Management System, the DCS CHP Training Tracker is used to ensure compliance with AHCCCS initiated training requirements. DCS CHP employees who do not complete mandatory new hire and ongoing training may be subject to corrective action. DCS CHP training and education is monitored and discussed at monthly DCS CHP Managers’ Meetings as an on-going oversight and monitoring of training compliance.

DCS CHP is responsible for providing training to staff members in alignment with current health plan policies, procedures, and desktops, as mandated by Arizona Health Care Cost Containment System (AHCCCS). The proof of completion for such training incorporates training materials, the printed first and last names of staff, employee hire date, department affiliations, job titles, Manager, and the dates of training completion.
DCS CHP’s subcontracted MCO is responsible for delivering training to its relevant staff members, in compliance with prevailing policies, procedures, and desktops, and satisfying the documentation requirements set forth by AHCCCS. The verification of training fulfillment is comprised of training materials, the printed first and last names of staff, department designations, job titles, and the dates on which training was accomplished. DCS CHP has oversight of the MCO’s training.
DCS CHP promptly notifies its subcontracted MCO when health plan policies are implemented and/or modified. The subcontracted MCO is responsible for training their pertinent staff members on these modifications. The subcontracted MCO documents this training process, which includes training materials, the printed first and last names of staff, department associations, job titles, and the dates of training execution.

DCS Digital Library: The Digital Library is maintained by the Field Resources and Policy Unit and contains the most up-to-date version of any DCS form, pamphlet, brochure, flyer, and other important documents.
